How qualification works in Wisconsin
Wisconsin has a statewide standard. Under Wis. Stat. § 175.49 (created by 2011 Wisconsin Act 35), the same Handgun Qualification Standard the state's Law Enforcement Standards Board (LESB) uses for active officers also governs former officers seeking a LEOSA card. The course is 30 rounds across 8 timed stages at distances from 3 to 25 yards (draws, one- and two-handed strings, malfunction clearances, and shooting from cover), with tiered accuracy thresholds at each scoring phase (e.g., at least 8 of 9 rounds in the "C" zone after the first phase, at least 10 of 14 in the "D" zone at distance) plus universal safe-handling standards that cause automatic failure if violated regardless of accuracy. The qualification must be administered by an LESB-certified Handgun instructor and is required annually (the state's July 1-June 30 fiscal year for active officers; the same cadence for retirees).
