How qualification works in Pennsylvania

Pennsylvania has a statewide standard. The Retired Law Enforcement Identification Act (RLEIA, Act 79 of 2005) tasked the Municipal Police Officers' Education and Training Commission (MPOETC) with establishing a uniform annual qualification course for retired officers, administered only by MPOETC-certified Law Enforcement Firearms Instructors using the current MPOETC RLEIA qualification course (updated for 2025). Retired officers must requalify annually and must qualify separately on each type of firearm (e.g. semi-automatic and/or revolver) they intend to carry concealed, per 37 Pa. Code Chapter 221.
