How qualification works in New York

New York does not appear to have a single statewide firearms qualification standard applicable to all retired officers. The New York State Police's own guidance for retirees describes the annual qualification requirement in the same cascade terms as the federal statute itself — standards set by the former agency, the state of residence, or a certified instructor — rather than pointing to one uniform New York course. The New York State Police does run its own annual Retired Member firearms qualification program through Troop Headquarters, but that program is specific to NYSP retirees, not a universal standard for every retired New York officer (NYPD, county sheriffs, etc.).
