How qualification works in North Carolina

North Carolina has a statewide standard. Under G.S. § 14-415.26, a qualified retired officer applies to the North Carolina Criminal Justice Education and Training Standards Commission for certification, which requires verifying completion of firearms qualification criteria set by the Commission itself, not by individual agencies. The Commission coordinates with local and state law enforcement and the community college system to offer qualification sites across the state, and issues the certification along with a notice of the carry limitations that apply under federal and state law.
