How qualification works in Iowa
Iowa has a statewide standard. The Iowa Law Enforcement Academy (ILEA) administers LEOSA qualification for retirees through one of two ILEA-approved courses — the ILEA Off-Duty/LEOSA Qualification Course or the ILEA In-Service Qualification Course — conducted by a current, active ILEA-approved firearms instructor. The process is formal and annual: a one-time agency questionnaire (confirming good-standing separation) plus a fresh retiree questionnaire and documentation of successful qualification submitted to ILEA every year; ILEA updates its internal records to reflect HR218 compliance for one year, and missing paperwork voids the HR218 card.
