How qualification works in Hawaii
Hawaii has no statewide active-duty firearms qualification standard of its own, but it has built a genuine state-level backstop specifically for LEOSA. The State of Hawaii Department of the Attorney General's Criminal Justice Division administers a "State of Hawaii Firearm Certification" program for retirees whose former agency issues only a retiree photo ID without its own firearms certification. That state program requires a physical exam (including eye and hearing tests, with a waiver process for certain mental-health-related disqualifiers) and completion of a state-approved firearms certification course.
