How qualification works in District of Columbia

The District of Columbia has its own dedicated process, administered by the Metropolitan Police Department's Gun Control and Firearms Registration Unit. A retired officer must complete a Range Qualification Certificate with an MPDC-certified Firearms Instructor (or a state/organizational equivalent), confirmed directly from MPD's own published "H.R. 218 Information and Application Guide Booklet" (revised 3-29-23), along with a background check and a letter from the former agency confirming good-standing retirement. Qualification and the resulting HR218 carry permit must be renewed annually.
