How qualification works in Alaska

Alaska's statewide police-certification regulations (13 AAC 85, administered by the Alaska Police Standards Council) set minimum hiring, academy, and certificate-level standards but were not confirmed, after a direct read of the relevant sections (13 AAC 85.010, .040), to establish a uniform annual firearms qualification standard applicable to every Alaska law enforcement agency. The Alaska Department of Public Safety (which includes the Alaska State Troopers) does run its own internal annual firearms qualification policy for its own officers (DPS Operating Procedures Manual Ch. 232), but that is an agency-level policy, not a statewide APSC regulation covering every agency's retirees.
